It will be assessed whether or not they have rehabilitated, and whether re-releasing them into society is safe. You can bet your ass these terrorists will not be considered "safe" after their first 20 years in prison.

Furthermore, the terrorism issues in Europe were largely instigated by the US' involvement in the middle-east, so when we make fun of American culture for allowing mass-shootings (common in Europe to believe your lax gun-laws are the issue), that is entirely different. Terrorism in Europe is not caused by Europeans, it is actually largely due to America.
