New Rule

If the server population hits 32 or over active players the warning rule will no longer be in effect.
The warning rule will come back into effect when the population drops below 32 players, however it will be back in effect the following round, not mid round.

No, it does not include spectator. active players only

The warning rule applies to basically everything unless its rebelling.
This involves not being afk frozen or doing an order wrong.
However when the server has 32 ACTIVE players warning are no longer required, so those who do not follow the orders given can be punished as they would have been before we had the warning rule.
