War day

When a war day is called outside. No CT is allowed to kill a T unless that T is rebelling or The CT is outside correct?
If a order is given that wont allow a T to go outside and is killed in the process of the order being given. Does that fall under free killing or a bad warden?

I wouldn't necessarily say unless the T is rebelling as technically the terminology of a war day every individual T is actively rebelling, in a sense, but to answer your question, yes, a CT is not to kill a T unless that T is either delaying to armory, being that a war day is called in soccer & garage, and rather going to armory, the T goes near / into war day zone, or that T is actively trying to shoot a CT with maybe a weapon they grabbed in their cell beforehand or was quick to grab a weapon through armory / secrets. Now as for your second question, not really understanding what you mean by it unless it kinda just falls along with your last question?

Assuming that this is on Razor and the cells are closed... if a CT has been shot from the cells (or someone he took a secret and obtained a pistol) at while on the way to warday, then the CT can kill that T for delaying to the armory. There is no such thing as rebelling on a warday, but T's mustn't delay to armory while CTs have to book it to the warday. CTs can only state that the warday expands at 3:30 which is also implied by the server. So if a CT is giving orders during a warday, there is a problem, and the CT should be swapped to the T team.
