Wetness is a descriptive word we humans give to things after they have been subjected to a liquid... Water is not wet.

Well if we look at it reversed, "dry" is defined as
free or relatively free from a liquid and especially water


Water cannot be free from moisture or liquid, therefore it can never be truly dry.

Wet is the logical opposite of dry therefore water must be wet.
