Most of his lyrics are talking about just getting fucked up and dying. Hardly sounds like he's promoting the use of it too much. I think one could say that creativity and extreme self-expression is linked to this, the relative OD/suicide percentage is extreme among these people.
I'd say there is a difference between people that "artistically" encourage drug abuse etc, and people who talk about their struggles with it artistically as a means of self-expression.
The former just talks about it because it's easy income and I wouldn't see them committing suicide (eg. 50 Cent), but truly creative people like Kurt Cobain would. I'd say it goes hand in hand, sadly.
