Just reinstall the game and delete all local content . If you have windows 10 i can help you extremely with disabling some xbox shit on it that causes fps drops from windows trying to do a xbox precache

Have you tried using a screwdriver to manually turn the fps counter up to max?

Sometimes those old computers need to warm up first try putting the hdd in the microwave. It will heat up the microprocessing waves thus making the geomagantism move faster creating higher frames within the millisecond range so you can have higher frame per millisecond fpms

If you are on a laptop make sure you plug into an outlet so it charges while you play. I had a similar issue when I forgot to set my laptop charging.

The processor needs to go in the microwave, not the HDD, thats where the gigabytes for FPS are stored.
