This is about a guy escaping from prison for a girl, and he realises the girl had disappeared (kidnapped) and he gets caught AGAIN by the same FBI Agent that caught him the first time. He is a master art thief, and has some brilliant pick-pocket skills as well as a great conman.

When he is later then sent back to prison, he requests a visit from the guy who sent him there, named Peter Burke (Special Agent of the FBI). He has a deal with him to get him released from prison under the custody of the FBI wearing a GPS Tracking Anklet. He helps the FBI in most art related cases, where Neal Caffrey (the guy who was caught by peter burke) and Peter Burke has got the best case closing rate in the whole FBI organisation. But Neal Caffrey's partner in crime called Mozzie gets some intel for Neal for the FBI, later Neal and Peter come to the best of friends and they have trust within each other.
