I talked to Matt and it looks like this all was a misunderstanding and he tried to put an explanation to it, and shouldn't really have been misguided towards players thinking they are allowed to give in cell orders.

As he agreed to me was that lower VIP doesn't really count as a cell, as you don't spawn in that cell, and I know in some servers or the generic razor you were able to, but you can't on EgN so in reason why it doesn't class as a cell so it's okay to give orders in the lower VIP.

As other topics say by staff, don't hesitate to make a topic on what your unsure of because we'll provide you the answer.

If you want ppl to be able to play in vip cell (yea its a cell since u can open it like the rest) then all you have to do is add "cts can play games in vip cell" then even on maps that T's spawn in it you can play games in vip if its real cool or has a disco or something.
