I agree that JB's rules needs an overhaul / mass clarification. The rules list can't really be changed or added to without making it ridiculously cumbersome, and besides like Wartheft said nobody reads the rules anyway.

Wasn't the Manager rank created so that there would be a head of a server that had a final say in what happened with the rules? If anyone should be head admin of a server I'd vote for the Manager.

There is no manager for Jail Break. Kharn and Doldol have decided to no longer have JB head admins because most people that take the position leave within about 2 months of obtaining it. It is a stressful position, and a lot of problems that may happen in there fall onto the HA's shoulders.
