I'm just going to jump in here and say that "nigga" is considered a racial slur given it's past and the past use of it.
It was used, if you're not familiar with it, as a word to lower the life-quality of african slaves. "Nigger" was, and still is, used to make people of african heritage less worth than a white man.
So yes, the term
is racist.

In my opinion,
there IS a difference between nigga and being racist.
Situation 1.
What'sup mah nigga!
This is not racist, it is just a substitute for the word "friend."
And if you think that you can't say it to black people, my best friend is black and we say it to each other all the time. He takes no offense.
Situation 2.
Fucking niggers/niggas always ___ing.
This is stereotyping, saying they are always doing whatever verb you put in there.
That is racist, because, obviously, not all of them do that thing.
As true as this is, it always depends on the occasion.
If someone in a server or in real life (wherever it may be) uses it as a derogatory term to mock someone or insult someone, I will harshly voice my opinion and demand immediate action.
Of course, the african public use the term loosely amidst themselves, yet I feel this does not give others a reason to use it just as loosely.
And yes, "nigga" CAN be used as a substitute for friend, but I advise you to make sure that the person/people you are using the term amidst take no offence.
