I'm just going to jump in here and say that "nigga" is considered a racial slur given it's past and the past use of it.
It was used, if you're not familiar with it, as a word to lower the life-quality of african slaves. "Nigger" was, and still is, used to make people of african heritage less worth than a white man.
So yes, the term is racist.

I'm also going to put in some parent logic here.

Also, a racial slur is still a racial slur regardless of the place or setting it is used :v

This is not racist, it is just a substitute for the word "friend."
And if you think that you can't say it to black people, my best friend is black and we say it to each other all the time. He takes no offense.
