To be honest, the warning rules are supposed to give warning to the T's for simple mistakes (not the exact orders from the warden), and actually try to give a realistic feel like in Jail. Some rules, there's always going to be that one smartass abusing the rule, and depending on the scenario, admins will have to enforce it but usually as Yiggles and Needy stated

The warning rule is also intact because CTs are usually (trigger-happy or frag-whore) that would kill a T in 0.5 sec for not following orders when the warden just gave out a new orderr and the following T that was killed would just scream into their mic "I GOT FREEKILLED, ADMIN!!!! SLAY THIS GUY!!!!"; would just disrupt gameplay, and that warning rule is in placed to eliminate a lot of freekills or clear the confusion of the orders. Nowadays, people just complain about the warning rule because they can't be nazi and want that gud kd to be the top player of the whole server, but isn't precisely the point since the whole term of "Jailbreak" is about the T's trying to get guns, rebelling against the CT team, killing them, and escaping the map.
