Enforcing the rules

Hello I am curios, are the rules only to be enforced if an admin sees a rule being broken?
Because I was kicked for asking an admin to enforce the rules. But because he didnt see it but three other people saw it and where on my side I get banned for it because I say it was biased?

You were kicked / banned by Yiggles Moto for 10m for cooldown, so, assuming it was much more than asking an admin to enforce the rules.

I already told you I was dealing with 3 other people talking in admin chat. I was the only admin in the server as well as playing myself. You kept complaining about the poor administration and being a nuisance on the server. I kicked you once warning you to quit it, you joined back and did it again. I banned you for 10 minutes to cooldown.
