All the admins go though all of the rules ~2-3 times per year (usually in a 6+ hour meeting). Existing rules are have and continue to be reworded during this meetings.

This is the point where we lock the thread. Anyhow I think it'd be useful to implement a changelog for the rules, it doesn't have to be super crazy but even just a forum post or reminder in the "network chat" would be sweet and clear up a lot of confusion.

Edit: I'd be more than willing to help do this
