I've seen on a few servers a plugin that spawns a random terrorist with a bomb at the beginning of the map. This terrorist then can type !boom to detonate the bomb and deal damage (most likely killing) surrounding CTs and in some servers the bomb also hurts Ts (unrecommended). I like this as it could provide more daring players to try get the bomb and blow themselves up. It should also be a rule that CTs cannot make a T drop the bomb. They should however be able to give an order for Ts not to pick up a dropped bomb.

Not going to happen, as some maps require a C4 for basketball. If we were to add this, we might as well add friendly fire. It also doesn't suit our theme of Jailbreak server. Have you noticed how we don't have a points shop? Custom skins? Last requests plugin? We try to make the server as simple as possible so players can join and simply join a team.
