Maybe considering that there is no such thing as a negative zero, and maybe people interpret there is s maybe it does exist in people's minds?

If there was such thing, wouldn't you have been taught it in your Maths lessons back in school?

Yes it does. It is equal to zero, and it is used more as a notation in calculus, e.g., to show that an infinite sequence of negative (real) numbers approaches zero.
