Okay, I'm going to just throw this idea out here.
I'm just going to assume you want the members to have the opportunity to target members, and elites to target both members and elites. It was a good idea when I was a member/elite, but now that I am a Veteran, I clearly understand why this is not a good idea.
First off, Veterans are given many things that Members and Elites don't have because its a "gift" for earning the rank in itself. I see the ability to be able to target Members and Elites as a privilege for proving you are mature enough to know not to use that power for your own gain. Trust me, there were many people I wanted to slay/kick/ban because they were acting like a huge asshole, but I knew my limits.
To give that to Members and Elites, is like taking away that feeling of respect and maturity because people will see that "It doesn't take a lot of maturity to be an admin with full powers." It also provides a reason for people to strive to get to Veteran. That's one of the main reasons i worked hard to get my Veteran, because I knew I could help even further. Just giving it to the whole group of admins would remove that feeling from peoples hearts because "hey, we already got it."
I feel as if it brings out the people who will be true to the clan and will work hard for what they want, instead of it getting handed to them immediately.
Secondly, you guys don't need it. You guys have the ability to report someone on the forums and let that process handle itself. "But that's not fair! You guys could easily make the reports!" Yeah? Well it wasn't fair when I did it, but I still worked my ass off to get where I am today. You need to prove you are worthy for the ability to target members. You need to show your maturity is in check, and your activity towards the clan is sufficient enough in order to obtain these high privileges.
Lastly, you guys are at the bottom of the totem pole. You don't expect a job is going to give you the keys to the presidents office on the first day. There is a pyramid system just like everything up in the world. You have to separate the privileges that people get to keep the interest of those. There has to be something that divides the ranks up to actually make them ranks. If we all have the same permissions, then why have different ranks?
I feel as if you guys should stop asking for things Veterans have, and accept that fact that everything just not going to be handed to you because you want it. If you aren't getting promoted, that should tell you something. Its rather you aren't putting enough time into the clan, or you are just a bad sport. So my answer is no. I don't see how this will benefit the clan in any way shape or form. You don't need access to this much power. Agreed. Members themsleves already complain about each other using admin when they are not supposed to, so why should the opportunity for members to target anyone exist? There are always admins online, and frankly, you shouldnt even AFK on the server to begin with, if you are going to be gone for more than 2-3 rounds, you should log off, and come back when you are ready. The fact that this poll was made wasnt a bad idea, but the outcome of giving more access to the rest of the community does not seem like a good idea, especially when that was already tested with the teleporting command already, and the tons of abuse on day 1 of it, giving this permission obviously can lead to manipulation and abuse to the fullest with the excuse of people saying " they can".

It's a nice essay, but he was asking for something very simple such as moving members to spectator or kicking them when the server is full. I don't know why you got super triggered honestly.

To me moving someone cause they're afk is no big deal to me. It just makes sense you can do that to someone that is delaying rounds because they're gone and not even playing.

But essentially - The OP is talking about moving afks into spec -- not kick/banning folks. Personally I don't think it's too much to ask.
Edit: order of operations should still apply. If a vet is on then nothing would change. The only time this would apply is if there was only an elite/member admin on.
