My issue is as follows: Admins in JB so focused on being objective that their attitudes are off putting and sometimes feel toxic.
This issue has the affect of: Pissing off a lot of regulars and potentially driving them out of the server for good.
The people that must be involved in fixing this problem are: admins / staff+
The solution i think would be best for everyone is: For administrators to try and be a bit more understanding and patient with situations, to generally understand that everyone in the server is equal, and most people dont need to be punished immediately for them to understand their wrong doings.

The phrase "admin first, player second" while it is accurate, gives admins a sense that they can't just riff with others in the server, and it's clear when an admin is targeting specific people because they upset them previously. All in all, I think admins shouldn't be so confrontational, we're all here to have fun, and the rules are only there to make sure nobody is ruining another players experience.

Does it look like any of us are paid to admin. No we choose to do that for a better server. But I go on there to play and only to admin when needed. I don't doubt that some people perceive it that they are there to admin and control everything but that's not what they are expected to do. And if staff or whoever is telling them otherwise then maybe that's a discussion for staff to get on the correct page.
You are correct through to many control freaks. People need to relax there is plenty of fun to have and expand on the point is to be different in the server and do different things but if you change the slightest aspect of gameplay everyone loses their minds. If your first order isn't step out afk freeze then your probably planning an mfk lol

This issue has the affect of: upsetting players who would like to chat reasonably with each other in an acceptable and entertaining manner.

The solution i think would be best for everyone is: To only mute individuals who talk over warden or mic spam. This should be done in the standard: warn>mute for a round>kick>ban. A good exception would be when all players are yelling at once, in which case admins should mute all, explain that anyone continuing will be punished, then unmute.
To expand on this, if any "group spam" happens after a warning then any individual involved in the group purposely doing this would be banned/kicked for spamming as well as disrupting the server. I believe everyone should be held responsible for their own actions when breaking the rules rather than punishing the whole server. I have found that respective responsible player enjoy this approach much more and disrespectful, disruptive player are taken off the server and stop causing other troubles as well.

Also a possible solution, I actually kinda like this idea and I would like if we could put the "admin rulebook" to list it as quoted. Seems like a solid solution, maybe add that players should at max be banned 10 min for the first time of mic spamming.
Gonna just tack on some side notes to consider.. - players don't need to talk while dead - on wardays don't mute the dead there's really no reason - I suggest admins just mute all and keep themselves muted as well ( we have other ways to contact players. We don't need to be talking.) -If a higher rank mutes you then don't unmute yourself(I've warned before and so have Staff. If you wanna be an ass about it then it will end up a simple kick til you grasp the concept.) - it's ok to mute all dead because there's a reason for it. But don't sit there talking about whatever if your dead as well. Why should you be allowed if you won't allow others.
At the end of the day don't get upset if you get muted while dead. You shouldn't be talking in the first place. I'm not trying to be a hypocrite because I do mute the dead and including myself all the time. I think there are times for being lenient on this like wardays wards and other similar events.

Tbh there is rarely a good reason for a dead person to speak. it's just easier to mute them all, you really shouldn't be talking at all when you are dead.
