if i'm shoulder to shoulder frozen on the end of the line, and the t next to me runs out of line to rebell, do i fill in the gap do be shoulder to shoulder or just stay there? if i fill in then i'm not frozen but if i don't move then i'm not shoulder to shoulder.

Yeah the order was to shoulder to shoulder but if a person next to you gets killed or rebels you still have to remain frozen as you haven't been told to fill in the gap. You can't be killed for staying frozen and not filling in that gap considering the person that died/rebelled isn't your fault meaning you only fill the gap when you're told.
