As Mr. Geeza said, it only depends on the members. Just because two reps got promoted doesn't mean the higher ups are pressuring to fill those positions, same with the staff+ positions. Members only get promoted when they fill the requirements.
Basically, have patience.

1. Why is it discussed? Because it involves the Representative rank and as someone asked a question I felt the need to answer it.
2. Are you assuming Sly is pretending to be someone he's not? If so, why should that concern you? He was just curious whether there is a set number on how many Representatives there should be or whatever.
