Saying out of cell freeze before you call a war day gives you the chance to check outside of armoury before you call a war day. This is so CT's don't get swamped by the Terrorists one they leave armoury, and to prevent CT's dying on the way to the war zone. Example, if you are the warden and you're about to call a war day but you say out of cell freeze first. You leave armoury and find that Terrorists are already out of their cells. Since you said out of cell freeze, the Terrorists have to be frozen outside of their cell. This gives you the opportunity to get closer to the war zone to call the war day which prevents CT's getting knifed in the back or shot by a secondary on the way to war zone.
